Whenever you close Tixati 2.58 you cannot reopen it. I have tried killing the process through File Manager and on command line and it still persists. The only way to reopen the program is to restart the computer.

Problem is Win Update KB4338818.
Either uninstall it, or apply optional updates and reboot. The optional (non security) update is a fix for it.
