v 1.97 - streaming

Thanks for adding that play by play announcing option...
and double thanks for fixing that handle leak. After updating, I watched and tixati stayed in the 600 handle area for the 1st 24 hours of streaming...nice!

Question...

I have outgoing BW limit set to 192KiB/s and motoring an MP3 encoded at 15.6 KiB
BW graph show a radical peak/valley for Channel usage when I enable streaming. Peaks to ~175KiB then falls to ~32KiB in 12 sec intervals.  Is this to be expected? Or does the assigned level of other channel users impact this level of BW? I understand the BW will vary greatly depending on the bitrate of the MP3, as another one encoded at 36.3 KiB AVERAGES ~160 KiB out.

The client just squirts out blocks of data as fast as it can.  Higher-bitrate data will take longer to go out given its larger size.  Type /streammon in channel to observe the actual data blocks going out (expand the username triangle).
