I know this is trivial, but why is v3.42 portable NOT saying it's portable?  In the top left corner it just says Tixati v3.42.

Has it ever? Does it really matter?

I skipped v3.41, but ALL of the other versions I've used back to v3.19 have said "Tixati v#.## PORTABLE" when using the portable version.

go to settings-user interface-behavior
click on the configure button for 'Captions'
make the top bar, the status bar and the tray icon display what you want.
