0 B/s in, 0 Rem B/s, and LQ and RQ are all 0. I think I understand what that means, but I don't understand how or why it occurs. How can I be connected to a peer with the file and they can't or won't send anything?

I know this is probably related to the fact that I haven't set up DHT or Port Forwarding properly yet, but the documentation lists that as optional. Are there any settings I can tweak in the program itself to resolve this?

Those are probably DHT scraper bots.  They claim to have 100% all the time when they don't have anything and don't serve any pieces.  The whole torrent ecosystem is a mess with all the DHT scraper crap.

That's disappointing. Some of what I'm looking for is decently obscure, which complicates things. Are there things I can do?
