Tixati connects to other partial peers each 20 seconds

I'm not sure if it's recent in 3.37, or long term peculiarity.

I've noticed that on complete torrents that have some skipped files, Tixati constantly connects to other peers that have (different) skipped files, then they disconnect (because they don't want anything from us), then it happens again. Complete seeds don't do that, nor are unavailable peers re-tried that often.

It is technically not prohibited, I suppose, but it's a bit excessive, especially when you run the client constantly. Maybe it's some kind of opportunistic NAT traversal keep-alive?

I also notice similar behaviour on someone's Tixati 3.36 constantly making incoming connections to one of my other torrent clients which has partial seeds. It's over I2P, so the extra useless traffic is not welcome at all.
