Bind network interface is not responsible for this. Your VPN client silently changes default DNS when connected. Windows may send a DNS query to all available servers (default or not) under default config anyway.
I recommend you to configure (oblivious) DNS over HTTPS, DNS over TLS or DNSCrypt as your DNS resolving solution and forever bypass your ISP, that might be forced to censor you.
