I agree the bandwidth limiter is the best choice for you, you will likely to avoid overloading ISP's infrastructure during rush hours by maintaining a low target RTT (ping time) instead. Around 22:30-23:00 local time the bandwidth limiter rules can be relaxed.
You shouldn't expect to actually hit those rates:
- although Tixati is well optimized, it's single-thread bound due to the GUI
- small swarm size
- slow disk read if seeding from HDD (can be helped with 32-64GB RAM for file caching)
- VPN, although a properly accelerated Wireguard should do
