Recently in my region there is an industry called pcdn that are the CDNs of live videos, which make use of downloading torrents to balance their incoming/outcoming network allowance. However, they never really download anything and are constantly consuming all the other users' outcoming bandwidth. I hate that and want to ban them.
Their pecularities are
1. the download progress is forever 0%.
2. very high incoming flow, like 1MB/s.

What can I do to automatically ban them?

Maybe you can use the Client Filter feature to block the Client ID or Peer ID.

You can also make your custom block list with manual input of wanted IPs.
I use also that metod for long time.
