I have encountered to some old tracker site, they always response error message if no numwant=0 when I stop torrent.

A post from 10 years ago https://forum.tixati.com/support/251  show error numwant=200 when event=stopped and its should be fix for a long time to send numwant=0 when event=stopped

I have checked recent version with wireshark. There is no any numwant=0

I also checked utorrent 3.6. It still has numwant=0 when event=stopped.

In the bittorrent protocol say this value is optional. So, I think it's okay if there is an option for users to enable or not. if it can be enabled by default would be great.
