1. Queues. Tixati has a limit how many torrents are actively downloading/seeding at a time. To increase this limit go to Settings > Transfers, General > Download/Upload Slots
2. If a torrent doesn't download something for a long time it is probably dead and no other people exist to upload data to you (they stopped seeding). This happens. Another possibility is that you lack port-forwarding and are unable to connect to other people.
