Priority - Decipher

What does the expression "N/x3" mean?  This happens off and on with various torrents.  Sometimes the Priority is listed as "Normal" other times they have "N/3x".

It means:
incoming peer allowance: Normal
outgoing peer allowance: x3

Does "x3" mean there's 3 times the # of peers?

x3 means you allow three times larger outgoing bandwidth for each peer leeching that torrent from you (than peer from any other torrent).

Thx - but, that's disturbing to me.  How in the heck did I allow THAT to happen!?!?!?!?!  Meaning:  ok, NOW which setting did I fluff in order for that to happen?!?!?!?!?

simply select a torrent (or a group of torrents) then right click to  then look at the 3 options (In, Out, Both) for
