Address family not supported

Sorryy if this is an old question!

I've been using Tixati successfully for awhile {Thanks}, but had to re-install my OS. Now I get the following message, seemingly whatever port number I choose:

9:41:37 AM]  listening for incoming TCP connections on 0.0.0.0:49567
[9:41:37 AM]  listening for incoming UDP connections on 0.0.0.0:49567
[9:41:37 AM]  listening for incoming TCP connections on :::49567
[9:41:37 AM]  listening for incoming UDP connections on :::49567
[9:41:37 AM]  failed to bind incoming port: :::49567 > Address family not supported
[9:41:37 AM]  failed to bind incoming port: udp::::49567 > Address family not supported

I have forwarded the port on my router, and Tixati says it is "Listening/OK".

Tixati  1.96, XP. I never noticed whether I got this message before the OS install. I had been using port 59552 previously, and it worked fine for uploads, etc.

What does this mean?
