What does it mean when a peer can't connect to my torrent?

I'm pretty new to this whole torrent thing, but... I was able to upload a torrent so that people could download it. After the initial upload, I saw that someone was able to download it successfully. But afterwards there was a peer that always timed out when connecting. Is that an issue on my end, or theirs? Currently I'm at a college, where ports can't be opened and things like that. So DHT isn't really working right. I don't know much about that either, but I know that's probably not the issue. All I know is that it worked for at least one person. That makes me happy.

The peer is probably in the same situation as you are. Quite a lot of people can't accept incoming connections. He may download from other peers with open ports.
