How can we disable tooltips? I for one find the distracting, obstructive, and unnecessary. If we can't, can we get a setting to turn them off?

Look in Settings - User Interface - Behavior

there you can configure the tooltips.

I see nothing about tooltips on that page.

It's there. Look down the page and on the left is the word 'Tooltips' and to the right of that is a configure button. Press it.
There you can turn various tooltips on or off.
