I am using an old client v2.71, maybe this has been fixed.
Changes to the peer encryption settings to "Encrypted only" are not honored for "web seeds".
My settings:
Tixati settings > Network > Connections > Outgoing Peer Encryption = "Encrypted only"
Tixati settings > Network > Connections > Incoming Peer Encryption = "Encrypted only"
When downloading LibreOffice, Tixati attempted to connect to the following unencrypted HTTP "web seed".
http://ftp.klid.dk/ftp/tdf/libreoffice/stable/7.1.4/win/x86_64/LibreOffice_7.1.4_Win_x64.msi
Tixati rocks otherwise.

Web seeds are not really Bittorrent peers, rather an "out of band backup source" for those times when the seeders are not available.
Though I agree that trying HTTPS first for web seeds is a good idea. Ignoring all the TLS/HTTP errors if they occur (like they would in OP's example: both lack of https support and 404 file not found), then falling back to the clear-text http is totally safe here.
