If a torrent contains a folder name that ends with the character "~", Tixati will replace "~" with "_".
For example, "test~" becomes "test_".
This happens on Windoes 7(x64) with NTFS. I am not sure about the other OSs.

Any sign like % # / in filename is not supported by the older Windows systems.
I don't know about Win 7.
Maybe some special characters are supported by Win7.
I guess, Tixati is trying to work on all Windows systems, which I think is a good feature.
Thats why they have to change some filenames or cut them off.
I support Tixati in that.
Otherwise we have a Tixati for Win2000 and another one for Vista and so on.
But a filename with such cryptic special characters is the fault of the torrent creator.
Don't blame Tixati for that error, please.
And with that thing (how Tixati handles it) its like always:
One is seeing it as a bug, anotherone don't care, and the third user see it as a good and useful thing.
