[Bug] IP Filter incorrectly reads from file with only one line

One line files do not load any ranges at all (zero IPs):

7.0.0.0/8

If there're two lines in a file, it loads correctly:

7.0.0.0/8
# line

# line
7.0.0.0/8

I will add it as a note to the wiki page for the time being (IP Filter List Format). Please approve my other pages too, I wrote the 'search view' page.

This has been fixed in version 2.82.
