In one channel with me as 'Owner' level, I had a user spamming a suspect scam website on the channel forum

I clicked on the post and then clicked the option to set user level to banned.

nothing happened.

User sits in the channel, so I highlighted their nick and set level to banned from there. still nothing happened.

If I select another offline user and chenge there level, I see on mouseover
Level: Normal
Recommended Level: Trusted

But with the user in question, they show Level: Normal and not the Recommended level line.
I tried banning that user when offline and online but nothing happens.
