This is nothing to worry about.

Norton will signal on almost any P2P traffic.

the stranger IP is attacking your IP, this has nothing to do with tixati but your system internal/external security, I've received all kind of attacks previously which have been reported by software, I've even been taken down by Russian DDOS decades ago. You should try all official OS updates and keep good software to redirect/null the commands of the attacker(s).
