Downloaded files move upon completion correctly to the appropriate file I have directed it to, but these files are not finished seeding to the desired ratio prior to being moved. Is there a way that the files will not be moved until they've hit that ratio and thus being truly completed?

No, Tixati only has "Downloading" - "Download complete, seeding" differentiation. You want to move files after reaching a ratio goal, Tixati can't do that.
