I'd like to set default values for the menu that comes up when I right-click the file that is being downloaded and choose the "Bandwidth" option, for the sub-options like "Priority Group", "Peer Allowance", "Incoming Limit", etc., so that when the program loads the values I set will be loaded automatically.

This can be easily achieved.
Create a category and set values for all those things.
Then simply set the category on the initial start.
