I have set the limit on a specific torrent to 100KB/s, yet I am still seeding at 700KB/s+ overall, with at least 1 leech at 200KB/s+. Am I missing a setting somewhere that enables the limiter or something?

Check if a global outgoing limit is set. If not, set it to 80% of your total upload bandwidth, see if it works.
