i don't use the Auto-Bandwidth Limiter so am not familiar with all the rules and there effects. However I did note one setting that was VERY different from what i think is the default value, under Rules, Minimum Outgoing KiB/s. Default seems to be 12 on my install. Your setting is 888.
That aside, download speeds are also affected by the seeds and peers uploading to you. I find one way to test incoming capabilities is to download a torrent for the latest version of debian or ubuntu OS, as there is typically dozens if not hundreds of other users anxious to send you the files they have.
And on my system, I am finding that my ISP uplink cripples torrents somehow. A speedtest indicates DL near the subscribed level but I can't get that level with torrent traffic.
