Strange graph spiking on downloads

Seen this on other spots in the forums, but I THINK I have a different problem than they do.  I am having a consistently slow download speed, but with brief high spikes.   Can anybody tell me what is occurring?

System Setup...

Connection:

Download: 80 Mbps
Upload:  10 Mbps

(I'm only 2 miles away from my ISP so those are my stable speeds)

32 G Ram
File pieces download to an SSD
Active downloads on separate HDD (old school platter)
Completed downloads moved to a different folder on the same HDD.

Auto Limit on with standard defaults (tried other defaults and without auto limit...no real difference noted)

I can't help but think I'm missing something obvious....any insights?  If I missed any data points that might help let me know.
