Under the 'Peers' tab is there a way to change the 'Progress' column from a grapgic to an actual %?  I know if I hover over the progress line it shows the %, but I'd like to be able to change it so I don't have to hover.

You can enable "% Complete" column in peers view, to do that on Transfers View use: Layout > Select Columns > Peers View > % Complete.

Please add support to peerblock/peerguardian....
