Auto-manage download slots not working?

I don't seem to be able to get auto-manage download slots to work, or I'm not understanding what it's supposed to do.

Downloads that aren't getting any connections and no inbound traffic aren't being cycled out. Isn't that what it's supposed to do? If a download is (currently) dead, it cycles it out and uses that slot for the next download in the queue?

I have not changed any of the advanced options.
I have no problems otherwise with the program, everything else works just fine.

I did turn it on after having a bunch of downloads already there. I restarted Tixati but it still doesn't work. Is it only in effect for new downloads after the box is checked? If so, how do I get the current ones to work?

you need to set download speed limit, otherwise it cannot tell if your speed is utilized or not

I should have mentioned, I'm using the latest version (2.53) on Win 10 64-bit. Thanks for any help.
