If i saved Dat file from appdata folder(where i saved in pendrive for back up) and partial downloaded file (eg. mp3. rar files and etc) in one computer, can and resume the download in different other computer where i have the tixati programe?

YES. You may only lose the .partial .dnd_crust files if you move the .DAT file folder
