the downloading files can not connecting to peers.

the bandwidth in can not increases , its abouts in 100 bytes but uploading is shows 100 kb.

Can you provide some more information?
You say it's not downloading... ok are your peers also at your % (98) or less? Go to the main DETAILS tab. What is availability (available copies < 1.0 means there is no seed)

Are you configured for your connection https://www.tixati.com/optimize/  and DHT connectable? Or are you using a VPN? Or any other impediment to your direct connection to the ISP?
