Fast allocate in fact works as sparse

... You're aware of what sparse means right? It just tells the OS to expect a file that size. Then allocating (adding bytes) as the pieces come in.
Allocate means your putting that many bytes on disk.

Disk type/location please .. i.e. network samba share/ local fat/ USB NTFS/ etc.

Explain how you know this is not working? Include logfile or commands used on your OS to verify.

files, created by Tixati, have sparse attribute. Creation takes up to several minutes and created 1Gb file has thousands of fragments.
For example, utorrent create files instantly, ordinary in one piece. Freshly created files have garbage content from deleted files.

What OS version ??
It is true sparse usually results in more fragments (needing defragmentation for faster seek/ less read headache) on NTFS drives so this sounds like a setting issue.
What are your settings in the Settings -> Transfers -> Files page. I know the important setting is "file allocation" but unsure whether others affect this :)
Have you ever changed the allocation FROM sparse... uTorrent only works fast and speedy circa up to 2008 when BT, Inc. took over and created their hydra of code...
