Only active if enabled on a specific torrent and only for that torrent. Goes off again after that torrent is completed.

Under settings ->
You have the option  to "announce + search" or just "search" or OFF.
To use DHT you need to have enabled in the main settings.
It is up to you whether you want DHT on if there is a swarm collected for a tracker, or only for trackerless torrent transfers.
