It's difficult to put it for me not being native English speaker but I'll try my best.

Whenever I don't throttle my UP BD, peers will be able to achieve the maximum speed expected in my end, but then something happens when I try even the slightest UP BD throttle: If there are few peers in the torrents, they will achieve a max UP speed of ~300 kbps each, and won't be able to get any higher than that. This issue didn't happened in now old versions of the program, sadly I can't tell which one.
This is something I noticed long ago, but thought someone would have realized by this time.
