What is the recommendation to do a dsl speed test?

I know that the previous speed test on the old service was 39kb  out/upload.

How can I get the maximum upload speed and how to compare it?
This may be a simple question but I don't know how to do the check.

Answering my own question.  I neglected to review the
Tixati help file.  After looking at that I ran the
speedtest shown in the tutorial.

And that shows how to proportion your Bandwidth.
