Why does Tixati sometimes decide to download a piece from eg.(2) peers, rather than download a different piece from each peer ?

Just a guess but some observation. Speed you will see the first ptece a new peer is buddied up with another peer. Once the first one is done and the peers speed is established it can have it's own piece if it is fast enough. As I said just a guess.
