What is your upload and download capacity? You could take those numbers from your ISP but it is better to go to speedtest dot net and run the test. Then go to the optimize page(there is a link at the top of this page) and follow the instructions to set your limits. I am assuming you were running full speed when you did the screen grab and would say to start lower the upload number greatly. It was hard for me to see but it looks like something is wrong there.
