Bug - bad tracker results in slow DL speeds

Version: 1.99 Linux

DHT is disabled.  Proxy is enabled.

When I have a magnet link that contains a tracker that results in "connection refused" download speeds are slow until I remove that tracker.  I do not know the root cause, it just appears from a user only perspective that resources (max peer slots?) are allocated for peers from that tracker and only become available for the working trackers once the bad tracker is removed.

If the resource theory is correct then it may be that the better way to allocate resources is to do so only after a tracker has been successfully connected to and peers obtained.

it sounds like your ISP is throttling the ip of any peers returned from trackers on their blacklist

i wouldn't say this is a tixati bug at all
