Ratio problem on torrent with no seeds

I have a few torrent downloads where there's no seeders left. The files are stuck at 99% and my ratio is over 4x. It's pointless for me to seed if seeders never come back online. Is there a setting to not seed unless there's seeders or an option to set a file to 0kbs outgoing limit. Right clicking the torrent and setting the outgoing limit doesn't work. I see I can set the overall upload limit but I want to be able to seed other torrents. Anyone have  solution?

what happens when you set the 'outgoing limit' for a specific torrent? does it ignore it?

using this would be the best way to minimize outgoing traffic on torrents that wont finish.

Setting outgoing limit for a specific torrent only sets the priority to other torrents but doesn't set the limit I believe. For example, I set 1 torrent to upload at 1kbps but it was still uploading at 70kbps.
