As I understand it the 31 is the number of seeds my system is using.
The (85) is the number of seeds available.
The 1 is the number of leeches  my system is using.
The (260) is the number of leeches available.

How do I get the system to use more of the available seeds/leeches?
More is better right?

more isn't always better. if you are already maxing out your incoming and/or outgoing what are more connections going to do for you? but if your computer and internet can handle it you can up your connections.

More isn't better. I think the default setting, 55 connections for each transfer, is already more than usually needed. Especially when seeding there's no need to connect that many peers.

Separate maximum peers settings for downloading and seeding torrents is a good idea. And of course it would be great to be allowed to set number below 25, which is minimum value now.
