no uploading, unconfirmed port

I'm in the rural Philippines, 2.5Mb max but that's all right for me. Problem is that there is almost no uploading at all - maybe 50 Bytes; often it appears then vanishes in a few seconds.I read here that unconfirmed port affects mostly outgoing, which fits what I'm seeing. I've tried all the suggestions on "unconfirmed port", I have the latest Tixati, I'm getting my downloads but it's the lack of seeding that worries me. The stuff I seed isn't the hottest but it downloads well enough. I doubt if it's ISP, as like most people here they're very easygoing. Would be very glad of some advice to keep the ball rolling.

The top frame in this view shows a general status and the local node ID. If the general status shows "port unconfirmed", it means no remote messages have been received and incoming packets may be blocked by a firewall. If this is the case, please refer to step 3 in the Tixati Optimizing Guide for more information.

Thank you! OS is WIN7 ultimate, Tixati version 2.34. Avast and Malwarebytes, regular cleaning with Privazer. Windows Firewall is turned off, am using Comodo, which is set to allow Tixati through.  The DHT ‘start’ button is greyed out, stopping and re-starting leaves it the same. In setting>network>incoming ports, ‘use UPNP’ etc is checked. The problem is new; no changes have been made to the router since outgoing was normal. It’s unlikely that my ISP has blocked P2P traffic – had they done this, would they have blocked outgoing only?

Broadbandspeedchecker gives 2.95Mb download (we pay for 2Mb) and 0.31Mb upload. I’ve set incoming at 250KB/s and outgoing at 50KB/s. I’ve had these settings for a year or two, when outgoing worked well enough. Our ISP connects through Globe Telecom, which is unreliable, but, again, this was the same when my upload was working. RSS, IP filter and scheduler are all off – I don’t understand them at all.
