How secure is this system in those countries where the Majors use fake peers to control p2p stuffs and fine the users?

Can I hide my IP also using open proxies (without usin vpn)?

I have tested proxy setting with utorrent, but it just doesn't work, my original IP is still visible. And, I think tixati also works in the same way
