3.1. Users can now see the files list in the stream.
3.2. User opens the stream files list, and double-clicks on the file of their preference.
3.3. A message appears in the chat window: "username has voted for advancing the streamname stream to filename. Click this VOTE link to support the request. n more users need to confirm the advancement".
