Don't know if you'd really consider it a bug or not, but if you type anything other than "on" after /notify, it's the same as saying "off".  If it's turned on and you type "/notify fred" it will turn off.  But it won't turn back on no matter what you type unless it's "/notify on".

not a bug - a feature ... to make turning those pesky join/part messages off that cause the channel to scroll constantly. With them on, its hard to keep weeks of channel messages in view.
