for me its working fine, takes few sec till it settles, but stays, even at unreasonable low values like 1,2

DHT traffic? Isn't that counted in the total, but not really limitable?

maybe it doesn't work so well when trying to set the limit so low it virtually prevents fair reciprocal sharing?

I can't say this with authority but I imagine that the part being limited is only what you are uploading to peers. But there is overhead to all communications, there will be a certain (relatively small) amount of outgoing traffic while you are downloading. The amount is higher if you are downloading faster. For instance downloading at 1MB/s will easy result in 20KB/s or more of outgoing traffic even when you are not uploading to any peers.
