First off, I would like to say TIXATI has to be one of the best bittorrent clients out there. Kudos to the developer(s) :)

   I find that I usually adjust the bandwidth limits depending on whether other people on the network are asleep/away. For example during night time I increase the bandwidth limits and when morning comes I decrease them so as not to hog all the bandwidth.

   Could you please add the feature to schedule the bandwidths? Optimally the most flexible scheduling system (rule-based, i.e. you can put multiple rules/schedules) would be the best, but I would be happy to have at least a day and night schedule.

you can already do this. you can make different schedules and profiles and run them at different times of the day.
