In/Out Peer Connection TCP Only doesn't seems to register

I selected TCP Only in Incoming/Outgoing Peer Connection Protocol
I exited Tixati 2.31 x64 to stop all transfers, restart Tixati, and the clients still connect with incoming UDP protocol.
