I would be very handy to have the following characteristics:

For example, I set that to reach 500 Mb (IN + OUT) TIXATI pause all downloads.

Hi I love the program. Its great.

It would be really helpful if the categories has a new combined category of downloading and queued.

It will be easy if the select location window has option to input custom path into a textbox. It is really hard to navigate to the same folder to select different subfolder each and every time.

This should be it's own post.

If you are in category view then you can click Downloads and CTRL+Click Queued to see both at the same time.
Also look into Separators, I think it can do what you want.
