Could you please add to Tixati functionality to import torrent file metadata (settings, time of start/end of download, time of seeding, downloaded segments) from Utorrent? In Utorrent, this information is stored in resume.dat file in bencode format. This would make it easier to migrate from Utorrent to Tixati for users like me who have lots of torrents.

you should send some utorrent config files (like the one you mentioned with bencoding) to support@tixati.com and maybe they will create an import tool... but they probably need to example utorrent config files to go off first

I seeded a folder with nearly 9000 files in it. If someone wanted just a file from it, because all files are loaded by default, the only way they could get it would be to set priority to max but would also get a folder full of empty not wanted..... Is it possible to put a toggle on-off for a folder file list to uncheck them all so they could manually select what files they wanted?

When uploading, Tixati doesn't affect/care about the downloading part. Its main goal is to get all the transfer data to the destination. As fast as possible.
As far as using that in Tixati, you want the file load dialog, and Settings -> Transfers -> Files "auto size file select"=20 "Always auto select files"= ON will set all files smaller than 20% of the largest file in the transfer to OFF
