Bug in 2.21, Local files / Rename file name to russian language

Local files / Rename not worked if file name to russian language

By the way, beside that there is problem with russian language in folder,file,etc names in the build 2.21, russian letters simple replaced by __

WORKS now in v2.23 !!  very nice :)  :)  :)  problem solved
