Incoming block request queue/limit. Make it configurable?

raised incoming block request queue declared ("reqq") limit to 256, raised actual limit to 512

I am still hitting this 512 limit with some clients with really good connections to me, libtorrent 0.13.4 is one, and it forces me to limit that client to 4 MB/sec of my 13+ MB/sec.

Can this be made user configurable?


Edit: Seems uTorrent 3.4.5 will also hit this limit rather quickly as well.

these other junk-ass clients are breaking protocol spec by not respecting the "reqq" limit in the initial extension handshake

i guess tix has to turn it up to 2000 or some ludicrous number to compensate

I hate to kill a fly with a cannon, especially if 99% of user don't have a fast enough connection for it to be an issues. Hence the request for user configurable or something.
