Experimenting with the new queue management system.

I set Upload slots to 200
I started to seed 110 torrents

Seeding 110
Standby 0

When I enable Auto-Manage Slots (*) Uploads. In a short time more than 10 torrents were reassigned to Standby status. When I have 90 more slots open than torrents set to seed, why would any of them be put on standby???
