Hi,

Check image for my settings:

There are total 5 torrents are active for downloading.
[2 for Downloading and 3 are in queue]

If I increase the download slots from 2 to 3, then 1 torrent from queue start downloading.
But If I decrease the download slots from 3 to 2 then it won't decrease (queue) the one of active download torrent.

Please fix this bug.
